
U.S. President Donald Trump has announced that he will refuse to sign the landmark, overwhelmingly popular 21st Century ROAD to Housing Act, despite it passing both chambers of Congress with massive bipartisan supermajorities.
However, his refusal to sign does not equal a veto—meaning the bill is still set to automatically become federal law at midnight tonight, Saturday, July 11, 2026.
The housing bill was a rare of instance of bipartisan agreement on major legislation in the deeply divided Congress.
Among its main provisions are waiving or speeding up environmental reviews for home construction projects and placing a cap on the number of already constructed single-family homes that big Wall Street investors can own.
As reported by Reuters, Trump abruptly canceled a June 24 signing ceremony for the bill to pressure Republicans into passing the SAVE America Act, which would require proof of citizenship to register to vote and create a national voter database using state records.
Trump has long falsely claimed widespread fraud in U.S. elections.
Sharing a post on Truth Social , the U.S. President said, “I will not sign the Housing Bill, which has been fully approved by Congress and sent to the White House, in PROTEST over the fact that the United States Senate is not capable of passing THE SAVE AMERICA ACT”
Under the U.S. Constitution, when a bill is delivered to the President while Congress is in session, the executive has 10 days to either sign it or veto it.
After receiving the bill, Trump has 10 days to sign or veto the bill, and if he does neither, it would become law without his signature.
Notably, the House Speaker Mike Johnson officially sent the housing bill to the White House on June 29.
As the bill was passed by both houses of Congress, it could become law whether Trump signs it or not.
